Overview

The Luckett Road Data Center is a planned multi-building data center campus located approximately 20 miles north of Tucson in the town of Marana. From the outset, planning has focused on protecting electric ratepayers, minimizing water demand in a desert environment, and maintaining compatibility with nearby community assets, including the Arizona Veterans’ Memorial Cemetery.

The campus is designed to operate within existing regional infrastructure while maintaining substantial separation from residential and sensitive land uses. Required water, roadway, and electrical infrastructure improvements associated with the site will be privately funded by Beale.

The Luckett Road Data Center represents the largest private economic investment in the Town of Marana and is expected to deliver significant long-term tax revenue, infrastructure improvements, and permanent employment while maintaining controlled operational impacts.

Revenue

  • Over the first ten years, the Luckett Road data center is projected to generate approximately $407 million in net tax revenue to the State of Arizona, Pima County, and the Town of Marana.
  • This project is expected to bring $145 million to the town during this first phase, along with roughly $950,000 in one-time impact fees.
  • This revenue supports public infrastructure, schools, and municipal services.

Improvements

  • The project includes significant off-site and on-site infrastructure improvements funded entirely by the developer.
  • These include a three-mile water main, a two-mile sewer extension to the site, a three-quarter-mile extension of Luckett Road to improve access to Interstate 10, and enhancement of the CMID drainage channel serving the area.

Site Plan

The campus is designed to fully comply with the Town of Marana’s Data Center Ordinance adopted in 2024. No variances or waivers are being requested.

  • Buildings are limited to a maximum height of 55 feet, with additional height permitted only for screened rooftop mechanical equipment.
  • Setbacks are designed to provide substantial buffers. Data center buildings, cooling equipment and power infrastructure must be located at least 400 feet from residential or noise-sensitive uses, and at least 100 feet from other non-industrial properties. Mechanical equipment and substations will be screened from surrounding areas using landscaping and solid architectural barriers.
  • Sound levels must comply with ordinance thresholds based on adjacent land uses, and a noise study by a third-party acoustic engineer is required.
  • Electric distribution lines below 48 kV will be placed underground where required.
  • Backup generators will comply with all applicable federal, state and local regulations, including Tier IV or newer emissions standards – which ensures they operate at the lowest possible emission levels.
  • Generator operation is limited to emergency use, testing, and commissioning only. Routine testing is restricted to weekday daytime hours only.
  • Exterior lighting must conform to Town lighting standards to prevent off-site spillover and protect nighttime conditions.
